No, seriously no idea but it could have been used for practise by law enforcement, military or fire departments.

Sometimes there are dust explosions or similar things when there is a fire. The wreck could have been used to demonstrate the force of such an explosion.
Another thing could be drills before big events. The bus could have been used as a dummy for a fake terror bombing in a crowded area with some role players inside and outside that need to be "rescued" as part of the drill. They sometimes do things like that here to make training more realistic.

Makes sense. In one such exercise where I played a victim, an abandoned factory was half collapsed for preparation.
Not to mention the ''explosion'' that shattered a window on a friend of mine lying nearby.
They try to make as realistic as possible by giving us real injuries it seems :)

A common thing in the USA is for gun ranges is to put up "targets" for people to shoot.
Which is usually whatever junker someone has lying around in their yard they can get towed there.

Gargamel, Schroeder and Betonov have good answers. My department often times would get junked vehicles, damage them further, and use them for practice of different scenarios. It's a lot of work, but makes for excellent training. :yeah:
