Two different actresses.
LT. Cmdr Ann Mulhall in Return to Tomorrow was played by Diana Muldaur who you might know better as Dr. Katherine Pulaski from Season 2 to The Next Generation, she also played Miranda Jones in the TOS episode Is There in Truth No Beauty.

LT. Marla McGivers (Khan's eventual wife) in Space Seed was played by Madlyn Rhue.
