No point scrapping it due to the cost of the roll out, scrapping it will cost even more. Sort the mess out don't just walk away.

It will be sorted eventually but it is the time being taken and the damage being done that is most concerning.

Wast of money and why? Councils have a habit using cheap nasty materials that only last for six months if you are lucky. My council uses rubbish and the pot holes return anywhere from a a month to three months.
