It only happens in fog doesnt it ?

Can't say for sure if only in fog, but checking some saved foamy wave situations, it seems there is always some amount of fog in the weather report, although fog not particularly visible as such. Don't have a saved game weather condition with stormy foamy waves in non-fog sunshine at hand, for a comparison.
