Democratic Unionist Party leader Arlene Foster has said there will be no free-standing Irish Language act.

However, Sinn Féin said an Irish Language act is "essential" to any deal that restores the power-sharing executive at Stormont.

^ There lies the problem, both sides are refusing to 'get on with it' and this has been going on for thirteen months now, hence NI is currently being run by civil servants.

I was positively underwhelmed by the speech and doubt there was much if anything at all in it that surprised anyone.
