Actually Biden only rented the (non-government) office from 2017 to 2020 which means that far from being misplaced and forgotten leftovers from his Vice Presidency these documents (now reported to be intelligence reports on The UK, Iran and Ukraine) were physically moved to that location and stored long AFTER Biden had left office.

What was a former VP doing with "compartmentalized" classified intelligence reports at a Washington Think Tank?
How did he obtain them, and who authorized their release to him?
Why was their discovery concealed until after the the recent election?

My honest opinion is, with Russian operatives and double agents being found out recently both here and abroad. Like I said earlier with the Trump drama at least NARA knew exactly what documents were missing from their records and the exact location of the safe they were secured in.
