With AP you make a hole as big as the shell.
With HE you make a bigger hole, in unarmoured targets.

(You can pass right through an unarmoured target with AP, causing very little damage. It's counter-productive.)

Potentially.....but after passing through the shell it can penetrate deeper into the victim possibly damaging an engine or a generator or something of equal importance.
