That 8600 GTS is just about identical in performance to my 7600GT. Plays SH4 great. With just an AGP slot he doesn't have a choice between the two. If he upgrades his motherboard he's stuck buying a new microprocessor and memory, so that can be a pretty decent chunk of change.

If all I wanted to do is play SH4 I'd upgrade the card to a 7600GT. Yeah, you'll pay a little more for the AGP version than a 7600GT for PCIe slot, but you won't have to buy all that other stuff.

An important factor is the speed of your AGP port on the motherboard. Is it an AGP 8x port?

Silent Hunter IV: Wolves of the Pacific is a good game, I admit, but I love Silent Hunter III more than anything.

The controls are different, and the graphics are a bit less then you would expect. But I say SH4 is worth to get, enjoy a taste of the American skipper's side!
