I don't mean anything bad, it's just interesting this ability for people, Europeans especially, to act like their government is some kind of independent entity completely separate from the people.

In Germany too it's quite common that the people do not identify themselves with their government.
As almost all things this has a positive and a negative effect: The positive effect is that the government is strictly monitored but the negative part is that a considerable amount of people trust more non-government organizations which have their own goals and are not more trust-worthy (or even less)
One major example for this is that a majority of Germans deny the military engagement in Afghanistan and therefore it is very tough for the German government to reduce the Rules of Engagement regulations and the scope of the engagement.
