Torpedobait, when I look at your computer specs......why are you using Large Address Aware AND the 4 gig Patch?
You should only use one or the other, not both.
I like LAA, its my personal choice for getting more memory to run in a game/program (like SH4) that wasn't designed to use more than 2 gigs of RAM memory. In the case of thinking doing "more is better"......using both of these memory access app's is not the thing to do. And, the "GameBooster 4"?!? What's it do?
I would do a couple of things.
Completely uninstall/reinstall the game, including the Documents/"SH4" folder. I don't know if using both memory app's causes issues or not with each other, but I'd start from scratch. I'd only use LAA (again my choice), and make sure its configured correctly. Follow this thread " Windows10; Large Address Aware; SH4 Install" to get the game installed in the proper folder, and LAA enabled. Follow the advice to check if LAA is properly installed in the games "sh4.exe". Windows7 and Windows10 is close enough to each other that the difference shouldn't be a problem with the tutorial's instructions.
Secondly, please use only FOTRSU v.52 when reporting on what you find to be issues. Having several other mods running along with FOTRS Ultimate doesn't give us much of an idea what is wrong when an issue pops up. We can't run every mod found, checking their compatibility with Ultimate, before trying to figure what caused an issue.

Thank you for this valuable input! I was not aware that there was a conflict between LAA and the 4Gb patch. I have used both based my grandfather's credo that if a little is good, more is better. But if you recommend only using the LAA, I will do so exclusively. And I will reload without the two small environmental mods to continue testing, even though that clearer water is a delight and a valuable tool to those of us who love the eye candy views. The ambient sound mod was recommended to get rid of the annoying hydraulic noise that occurs over and over and over and over!
So this is how I am setting up SH4 to run under my 64-bit Win7 Pro system. First I unload all mods from JSGME, and delete the SH4 folder in My Documents. I then delete the Silent_Hunter_IV folder from my C:Games\Ubisoft\ directory. I do not do a formal "uninstall" of SH4 since none of the locations are changing with regard to registry entries, at least as far as I can tell for the last few years.
Next I copy the pristine v1.5 that I keep in a folder named Silent_Hunter_IV over to the C:\games\ubisoft\ directory, run LAA (I will skip the 4Gb patch in the future, copy the FOTARS latest version (public) to JSGME, and activate it. I will then start a new career, based first out of Pearl and then transfer to Midway when that becomes available. I think that will give me a valid test platform. Please let me know if I've missed anything.
GameBooster4 is freeware that I run immediately prior to starting SH4 to turn off all the crappy applications that run in the background and eat up memory when all I want to do is run a memory eating game. It is configurable, and I use it to stop processes that are not needed for gaming, such as automatic updates, etc. The GameBooster4 app reports that it speeds up my machine by 44%. When I close the game, GameBooster4 restores all the apps, processes and services it closed and life goes on. Using the Boost mode allows me to run TC at a full 8192 without stutter when crossing the wide Pacific, a boon to those of us who have no patience!
On one other note, is there any consideration being given to giving users the option to remove that annoying orange marker showing my boat's location? Those of us who use the external cameras really don't need it, and it is a distraction, regardless of color. It spoils the view.
