IF he wants to cheer and dance around he can save that for times when we are not engaging the enemy and the coast is clear and when I don't have silent running ordered.

The acoustics in the water following an explosive detonation are ruined... not for seconds... but for MINUTES after such an event.
Theoretically whether the crew cheered or not following a torpedo detonation would be quite unlikely to cause any problems relative to detection.
You can sure bet that there was occasionally screaming when U-Boats were being depth-charged... and the same acoustic principles apply.
These concepts would be especially true the closer the boat is to the point of impact.
So for all of you who LIKE to hear a happy crew... enable those cheers, make them sound like whatever you want and feel good about it! It is certainly plausible.
