It's not supposed to be easy. He's basically being given a chance to square himself away but he's going to have to work for it.

I bolded the part i think you missed.

after his ten year probation he can drop trou and piss all over the AA room if he wants.

Seems to be a reasonable verdict then - at least if it makes him realize how close he got (and still is) to actual imprisonment.
