this is a purely an uneducated guess because i havent even looked into it and wouldnt know where to even start looking for automatically executed orders or actions.

maybe its tied to the snorkel depth order which also turns it on too, does it still activate on its own if you go to radar depth manually?

Or the conning tower config file ... where it might have the "under water" exception disabled. I don't know ... I'm currently heading back from patrol and, by the time I exit the game (for the night), I'm too tired to remember to check the files.

The radar always turns back on after submerging. If you go "decks awash" and bob in and out of "submerged" depth, the radar will cycle on and off by itself (in the un-modded game).
