So I guess the issue is that there's no set time of day for the patrol to start on the 7th. Is there some way to make sure it starts at 7:30am or something?

You can in the mission editor, but it's kinda loose. Might have to do midnight 7 December 41'. Also providing a lead-time for the first wave to launch and arrive @ Pearl. Some tinkering should get it close.
