Usually I give medals to the crew on shift. If it's a U-boat badge then thats easy enough. It's when you start receiving Iron Corsses that it gets harder to award them. I usually make up a story to go along with the action. If there was an escort tracking us and some careful manuevering saved us I'll give my Nav officer a medal or if I perform a quick multi attack on a convoy and I needed a quick torp reload then I'll give a man who was in the forward torpedo section some recognition. In the end you can also think of the value a medal has and to whom it would make most sense to give it to. Having efficient crew is very important and medals really make them good.
