It looks like a red light stick. Or it could be a line to activate the vest he is wearing. Tho its at a kinda odd place for that.

As a former sonarman...I'm worried about the chock (sp?) that is letting water run over it. :o In fact, it looks like that's what he's concentrated on. He is tethered as you can see the black straps wrapped around his hips.

I compared it with one of the pictures Bill has put in his package. Looks like a "poller" (german - I'm not sure on the english word for it right now) the thing where you fix the lines when in port for example.

Some maybes ?

Scrubbing barnacles off.

Using a plunger on the wc. outlet.
Washing the front step.
