You can increase the "Drag" factor in the Hydro section, I think it is... but then that also slows down the speed-up. It is a bit of a "balancing act". Dive and surfacing times are also affected by those.

in addition to the drag factor, engine power relates to how fast you speed up and how fast you slow down.

it's what you might call multi-faceted.
