Disks sometimes get a bit of a "haze" on them, from just the atmosphere in a house, with the changing of seasons and such, and if the disk has been sitting, all it needed was a little "sheen" to be seen better. However, the disk drive still might be getting ready to go... The ~BIG~ thing to do though is to copy both the SH4 Wolves of the Pacific disk and the UBM disk, so that you have an archived copy. Use those "archives" for any possible future installs you might have to do, and put the originals away "safe"... They should copy just fine, without any need for "special" software.
