another plan is to turn the base into a Marine park with a green area allowing the public to enter in and enjoy it's many aquatic features.

That would in effect close the US Naval base to be used by the military.
but the US Navy and the US Congress will have the last say:

The prisoners there have been a real thorn in Obama's side ... if these prisoners were kept any where else they could have visitors from their brothers and sisters that support their causes.
