Maybe not more litigious but more prone to hearing cases that would be thrown out elsewhere.

There is a Tv program in the US called "Person of Interest". The show is about a man who creates an artificial intelligence computer for the government with the sole function being the constant surveilance of all communications and video feeds with the purpose of predicting serious acts of terrorism. All other crimes predicted against regular citizens are considered "irrelevant" and discarded by the "Machine". The creator comes to the realization that something should be done to at least try to save the "irrelevant" victims of serious, murderous crimes, so he fashions a means of retrieving the "irrelevant" cases and, with the assistance of a former CIA assassin, whom the government tried to kill and believes to be dead, sets out to stop those "irrelevant" crimes before they happen. Along the way they enlist the assistance of two NYPD homicide detectives, one of whom has been actively trying to bring down a massive crime syndicate composed of crooked cops. The detective succeeds in finally bringing down the syndicate, but the second in command of the syndicate escapes and later ambushes the detective and kills her right outside the police station and seriously wounds the assassin. This sets in motion a viscious wave of revenge as the creator of the machine and the friends of the detective seek the killer. He is finally caught by the slain detective's partner who, rather than kill the murderer, turns him in alive rather than stoop to the level of the corrupt cop...

The slain detective had made a rather uneasy "friendship" with a crime king pin named Elias who felt a debt to her since she saved his life after he had been targeted for murder by the corrupt cop syndicate. When the detective's killer is brought to the hospital for treatment, Elias shows up, in the shadows, and confronts the killer, to avenge the detective's death. The character speaks a line that I found inreresting:

I found this interesting because it is so true; but, at the same time, I sometimes rather wish it wasn't...
