Basically along the lines of "it's ok, you can take it, I'm not going to raise trouble." He was in real danger there, the perpetrator would not hesitate to kill him if he wasn't fully cooperative.
I've never visited Brazil, but I get the distinct impression that L.E.O. behaviour is proportional to the cold hearted violence displayed by local criminals. Some areas in major cities seem to be true war zones. Possibly not unlike Ciudad Juarez.
A friend of mine spent 6 months there, and he told me he had to keep his cell phone out of sight all the time while out in the streets. If needed, he would have to go somewhere private like a toilet before flipping it out. The cell phone, that is.

Edit: I tried, but didn't find, a link to watch online "City of God". It's as realistic as can be, if you can find it.

Neal,:salute:! What Bruce said above! He also says that he is not armed and to the robber be calm, normal for anyone in a similar situation!
The brazilian police is a shoot first, ask questions latter if the person is still alive!
