You miss the beauty of the plan, you lack the toryvision.
The recruiting of all these "not really police" in your country has the added benefit of them having only very very limited powers of arrest.
Since they cannot arrest most criminals there is no need for holding cells in the police stations.
Just think of the additional budget savings due to most of these "not really police" not even being allowed to be issued with handcuffs.
Its a win win from a cutting the budget standpoint.
Just think of it, they could even convert these prime real estate holdings into real B&Bs which would be a boost to tourism revenue as visitors would have a relatively secure location to stay in.
