I have found that with the tanker refuelling - it happens most times and this is a good way to catch it with the debug.

Single missions don't work for this type of setup:-?

Anyway - here it is as part of a campaign
So install mod - start new career (total germany/coastal waters)- skip tutorial and go straight to your boat (start patrol)
You will get a marker just out of Kiel for the refuel point - when there - request refuel for supplyship (hogIsland:03:) to spawn.

The supply bug will send the ship straight at you rather than the Escort bug where it will hold a few km off.
But the way it attaches itself to you is the same.
