The access path to the basic file is .... data-Cfg-basic
Open the basic file and scroll down to the end of the file
then scroll up slowly and just passed the [EQUIP1] Batteries section you will find [EQUIP0]
Diesel Engine upgrade section. that's where you will find it :up:

The section is all ready there you just need to change the dates showing

Edit ... Unless you have a mod installed that also changes the basic file if this is so you need to change the mods file instead.
