I think it's possible the better captains got better upgrades, mostly
because Germany was getting the hell bombed out of her, and it's
reasonable to believe, supplies were short... so they go to the
most 'productive' captains.

problems
 

i installed ur mod compatible with "equipment upgrades fix" and "FFOE", no conflict problems but i cant see in game all the emblems and the u boat skins.

you must install before a fistful of emblems mod
