I understand your point, but that is not a very good example. Should you find either of them in that condition, it is due to the fact that a crime has occured, whether direct violent crime or someone having fled the scene of an accident. As such, you would be required by law to report the crime.
I do understand that leaving a person without a donor after having pledged to donate is highly unethical and morally repugnant, but it doesn't match up with that example.
