I believe the obs scope had a bigger aperture for more light but more noticeable to the enemy. The tilt thing was better for looking for planes and maybe even some celestial navigation? From everything I've read there's really no periscope attacks in the dead of night in reality.

scope heights
On the USS Darter SS-576 our obs scope Type 8 was about 3 ft shorter then the attack scope Type 1 the Type 1 was the same as the WW II scope. The same was true on USS Drum SSN 677 and USS Los Angeles SSN 688 but the obs scope was a Type 18D/E and the attack scope was a Type 1F.:salute:
