I whittled down the list to about 20 entries keeping a variety of DOC - DOD (to be sure they were active and not sunk and on Eternal Patrol). Next career I'll pre-select 20 or so other boats in the cfg files for each class:
Data\Roster\\American\Submarine\SSGato.cfg etc, etc
For example, after several patrols commanding the GAR class USS Grayback (SS-208) in this career, I was just assigned USS Cod (SS-224). Not that there is anything wrong with USS Drum (SS-228):
"The DRUM can't be beat" (actual WW II slogan)

I'm stumped - Reporting back that I was just assigned USS Balao (with no hull number) even though USS Balao wasn't included in my whittled down 'special roster' with hull numbers that I mentioned above. In addition this was in Jan 43 - before the DOC of the stock USS Balao in the cfg files.
Fixing it was simple enough in the leaving port save file - and I decided to test the theory of 'bad luck to come' if changing a boats name.
Edit: I changed the name to a different early BALAO class.
So, although you can preselect your command most of the time like I did for the GATO class USS Cod (SS-224), the SH4 game engine lets you know who the real boss is.... lol. - Funny.
Edit 2 - SH4 must have decided to read the UPC file and selected:
UnitName= USS Balao - which might explain why it had no hull number. My edited roster has the boats and the hull numbers.
