There were rules in place, these bonuses were addressed and allowed as the bill was written being retro active. As in the bonusus were promised before the bill was written. The good people on capitol hill know this. The american public does not for the most part.

Furthermore these bonuses pale in comparison to the percentage of moneys given to foriegen bank from the Federal Goverment (your tax money) through AIG. Dont hear much discussion about that aspect either.
