It's possible the escorts were scripted in as 'Docked Ships'

That mirrors my experience in Scapa,there were destroyers anchored nearby and 3 or 4 on patrol but I got zero response despite putting 2 holes in the Hood.I was expecting to wake up the hornet's nest.
