Seeing as the whatever-it-is does not overlap with the top and bottom parts of the ensign, I would say it is almost certainly Paraguay

Both should have communicated their intentions by whistle signal (one short blast), radio or by making an obvious and timely course change. Each are responsible to take action to avoid collision and should have altered their course to starboard.
However, no matter what the circumstance of the case admit the little boat should always be aware of the rule of gross tonnage. In a collision the big boat wins so stay out of it's way or you'll get run over ;) |
