I got one to translate via google but I couldnt get the second one up
with a translation and thats the one on the O Scope.

I'll give it a try:

The observation periscope was used for:

1. observation of sea surface and air space above the submerged sub

2. navigation and sailing

3. adjustment of the 'Vorhaltewinkel' during torpedo attack

Vorhaltewinkel (SH3 Manual):

I'm no expert, but for what i saw... when you rise the scopes in-game... the Attack Scope has the "rectangular" opening and the Obs Scope has the round opening. (viewed from the sail)
