I don't think it's a bug. It's how you decide which torps you want in which tubes.

looking at the pic above, you'll see there's no torpedo "room" to stow any to place in the tubes. i started a new patrol as a test and the room is back, so something is goin on and clould be very rare

Yeah, I've had something like that twice or so when completely new sub that just spawned in the port was full of water (F10 reported that 3 out of 4 parts had flooding like hell)... Weird...
