I am reminded of a story I heard about a cocktail party in Geneva in 1941 where the German military attache to Switzerland was talking to the commanding general of the Swiss general staff.

Attache:"General, did you know that our Wermacht forces on your border outnumber the Swiss army by 4-to-1? What would you do if we invaded?"

General:"Every Swiss soldier would fire four rounds."

And don't forget the classic book and movie The Mouse That Roared. A tiny middle-European country saves its economy by declaring war on the United States and then surrendering as soon as the troops arrive. It's very post-WW2 and everyone knows how well we treat our defeated enemies.
