They were used mainly to spot the U-boat and call in the real killers.

Exactly. They can see the u-boat at periscope depth, and call in the destroyers with the exact location. They can see them while they are surfaced, and stay out of gun range, thus forcing them to dive. They never have to actually attack to be effective.
