Early on in the war it was quite common to see a BB or a cruiser in a convoy
The German surface fleet was still active and these ships were there to help fight off attack from them
As they have no DC or Sonar\Asdic they arent really a threat unless they see your scope or you are surfaced

I wasn't actually talking about cruisers I encountered two convoys the lead escort was a Hunt 1 class and in the front line of the convoy was anouther hunt class 1 dd and looked like it was part of the convoy but it breaks formation as soon as anything goes boom and comes looking for you.
