I would be interested in reading the legal precedence for charging for security.
If the county chose to spend 180K on security, how can an individual be financially responsible? The individual did not make, nor did they have the authority to make, the decision to spend 180K. Officials of the county made, and had the authority to make the decision to spend 180K. Even if the individual asked for "security" from the county, charging them for it would require either an agreement allowing the charging or a regulation requiring the charging. I am not aware of either occurring. This is an interesting legal question that has ramifications. From a practical stand point it is moot as this church is bankrupt and in default of other obligations. I doubt this church can scrape up $1,800 no less 180K? |
A city with a leadership of one party—say Washington DC—might charge outrageous security fees for political rallies that are counter to their political POV.

It's explicitly protected, political speech. Being charged for it is without question infringement of his freedom of expression.

GAINESVILLE, Fla. — The pastor who stoked violence in Afghanistan earlier this month by burning a Koran in March produced a recording on Saturday that he said proved he was deceived last September when he agreed to cancel plans to burn 200 copies of the Koran.
The pastor, Terry Jones, played the recording — which he said was made on Sept. 9 on his assistant’s iPhone — of a conversation between him and Imam Muhammad Musri, an Islamic leader in Florida. At the time, Mr. Musri was trying to persuade Mr. Jones not to burn the Korans as part of a demonstration on Sept. 11. After the Sept. 9 meeting, Mr. Jones announced that as part of a deal brokered by Mr. Musri to relocate a proposed Islamic center near ground zero in New York, he would not burn the 200 Korans. But almost immediately after the announcement, Mr. Musri, who had attended a news conference with Mr. Jones, told reporters that he had made no such deal and no such promise. Lady Gaga apparently has a song considered "blasphemous" by the Catholic League. When the inevitable murders take place (blasphemy is "fighting words, right?), will she be blamed for her blasphemy, or will the press blame the poor people incited to violence by her lack of respect?
