Look at it this way, its one thing to claim for having your moat cleaned when moat cleaning isn't a legitimate parliamentary expense. Its another thing entirely if you claim for having your moat cleaned when you don't even own a moat.

Aspirational expensess; every Englishman's home is his castle, and castles have moats, and moats would need cleaning. :O:

It is corrupt but if there is no real oversight or control of MP's expenses then they will try to get away with whatever they can because the system is flawed. They should just build a secure accommodation skyscraper (Watergate Towers) in London for all MP's to stay in when away from their constituencies so that there would be no need for second homes or as many claims.
