I would assume the creator of the bubble-mod is working on it for this latest 1.4 patch

Give it a week or so and if not posted ask on the main forum

If it was included into ROW, Well you'll have to wait til Cap'n Dave gets back to sea and his crew mates (other modders working on row) sort everything for this latest patch
