My understanding is that the military uses red lighting at night as that has the least affect on night vision. The blue lighting is used to signify and indicate the boat is under silent running conditions.

Red, green and blue are in reality the only three true colors that the eye can see. That is because your eyes have sensors for each of these three colors. Therefore, using red light might "saturate" your red sensors, but leaves your green and blue sensors still sensitive, and hence you still retain your "night vision"... whell, at least that was more or less the idea, but modern science has discovered that it is actualy better to use green light in low light situations (what color are the modern night vision cameras?)

Wouldn't it be cool if someone could provide a mod that turns the inside blue when running silient?

I can see how that would be possible. The only problem I see is that the interior lighting appears all-or-nothing. If during the day every light is white, and at night every light is red. I can see how it might be possible to set it up so that, during silent running, lighting goes blue, but all the lights would go blue. And from what it seems only certain, special lights were set up for blue-light, silent-running conditions.
I don't know if it's possible to just have a couple of the lights go blue.

I can make a blue map night filter if that helps.
