I finally got a Type XXI boat. I after a long, uneventful patrol, I was informed there was a convoy very nearby. So, I went to it. Just as my Sonarman is reporting all sorts of contacts nearby, I get the message there aren't enough men in the engine room. OF COURSE, the engine room is running at 100% efficiency. So, I deal w/this bug like I have been: having to individually move enough men out of the crowded crew quarters to move the entire engine room to rest, and then back again. Except it doesn't work, this time. I do all sorts of crew management things, but I still can't get the engines to turn on...at 100% EFFICIENCY!!!! Does this happen in the stock game, or just Grey Wolves?
There is all kinds of issues with that whale. Mine never went faster than 6 knots.
I returned it to the factory, and suggested they melt it into something useful, like ... melted metal.

I reinstalled both SH3 and GW. Neither fixed the problem. I guess, then, that it must be a problem in the career files, etc.
Oh, I can't get any other u-boats to move, either, outside my career.
My XXI seems to handle bad weather much worse then any other boat. (I go from surface to 20-50m and back if I hit a big wave. Makes useing the snorkel which gives my top speed (45kts) damn near impossible so it makes the long trips from Freetown to Bombay seem longer.

Find the file called: basic.cfg
Open it up with etc. Notepad
There where you find these lines:
;NumberOfCrew5=10
;Interval1_5=5.1
;Interval2_5=6.5
;Interval3_5=13.7
NumberOfCrew5=10
Interval1_5=30
Interval2_5=30
Interval3_5=30
Make changes to it so there are only this text:
NumberOfCrew5=10
Interval1_5=5.1
Interval2_5=6.5
Interval3_5=13.7
It will then work.
You write you dont use SH3 Commander, if you should use it then there are backups SH3C makes and also those has to changed so they dont come back next launch.

I think it's the GW 24h fatigue model problem. Someone posted a fix so you could download it, but I can't remember where to find it!
