OT ? for Navy Men

Hi..recently we hosted Smithsonian Museum on main street. Produce for victory.
We had a USO show..one of our Volunteers had a nice uniform..
Blue jacket 3 gold bands on sleeves and 1 gold star above the bands..what rank is this?

A Commander if the stripes were equal widhts. If the center stripe was samller, then he's a Lieutenant Commander (Commander is higher)
