Does this make a noticible difference? I noticed this was available after my last patrol but I had already spent most my renown on an upgraded engine (Type VIIC, can pull 20 kts flank). How exactly does it work into the game mechanic? I'm assuming it is when you get pinged.

It works for me in the early stages, but by 1943 it's next to useless.
I say get it and hope it does at least something.
It seems to help you hide a bit more than if you don't have it. And it seems to work better the deeper you go. At least that's what I've found so far. The best is to get Decoys. They do help... alot. Using the 2 together helps the best. Pop a decoy or 2 and then turn away at flank speed for no more than a minute. They go for the decoys if you're running silent and a max of 2kts after that burst of speed.
Also remember this. When you are trying to evade a warship hunting you, keep your bow or stern pointed at him. Then you are a smaller target and are less noticeable. Broadside to their sonar is like having a sign on the surface saying "Here I am!".

The deeper you go, and slower you go, reducing noise is a must, but the coatings do work at 175+ depths. The snorkel coating seems to work pretty good, but you have to have the head set pretty close to the surface though, which makes it hard to travel in rough weather submerged with the snorkel up.

In the late years of the war end of 44-end of war I think it pritty usless 6 out 10 time in late 44-45 if i find a convoy i get detected and am one of those guys who hates playing hide and seek with dd's.so some of my fish go on takeing out the escorts.
I know that the main targets are the mercents but why does everyone ignore the warships? Tonnage is tonnage besides you can feel proud (to a dregee) that you have taken out the U-boats natural sea borne enemy.

Because taking out a DD or DE doesn't have much of an effect on the enemy's war effort as taking out even a small merchant does. DDs and DEs were effectively engines-and-weapons-encased-in-sheet metal ships that cost very little to build and crew, while even a small merchant might be carrying spare parts vital for aircraft or tank maintenance that could cripple the enemies defense or offense.
Now attacking an escort carrier or cruiser would be, of course, different than attacking a mere escort, as warships such as those contributed to the Allied war effort, both defensively and offensively.
As to 'tonnage is tonnage' I would think sinking seven small merchants would have more of a positive assist to the war effort than sinking a passenger liner would have.

well after 1944 and the introduction of acoustic torpedoes, Doenitz ordered that escorts were to be taken out first prior to engaging merchant shipping.
I still feel like that many Kaluens could save themselves alot of grief by taking out the dangerous stuff frist (How I leave up to you people) I personally come back on most patrols with little to no damage mostly because I take out the DD's before they can Depth charge me.
