How do you manuel target merchant ships?

I wanted to try manuel targeting so I went to the trainning and when i went to select the correct boat using the identifying book there were no merchant ships in it. So how do i select a boat that is not in my log? I don't have any mods BTW.

Most merchants are under "Handelschiffe" the last entry on the cover of the rec manual. They are in their own section, so usually you won't find them under a specific countries pages.
