My neighbor thinks his house is the ideal location for rave parties starting at 11/12PM going all the way to 3AM or beyond.

Wouldn't work here in the states. Have you ever seen what monster stereos the kids have in their cars today? Puts my generation to shame although we still have our hearing and i'll bet they don't once they get to my age.

They'd just drown out that Manilow music for several miles.

If our city government tried the same tactic for the same reason the local population would haul their butts into court faster than you could say class action lawsuit.
