Anybody ever thought of several guys sharing a boat? There would be a captain and 3 watch officers. Each would take a shift on watch, say five hours game time. Then he would zip up the career files and email them to his captain and the next watch officer.
The captain has standing orders about what he wants done and not done, makes the waypoints, and major decisions.
This would work even better if there were telephone contact, or a pause to email the captain.
Whoever makes a contact, resolves it regardless of his watch being due to change. He can take the time to contact the captain and his team to get orders, advice, and so on.
