SHIII keeps an accurate total of my tonnage which varies from the in- game total.
I guess this is because I saved and exited and thus lost the difference to the SHIII bug that I have read about.
My questions are :
Can a file be edited manually to make the in game total match the SH Commander total?
If so which one?
Does it really matter if the in game total is correct or not since SH Commander will Auto Award the promotions and decorations?

You lost me here.
I *assume* you mean that SH3 and SH3Cmdr show the tonnage sunk in the individual patrol log, but don't record the tonnage sunk when displaying the cumulated career total? That is, the "first patrol" bug.
Well, you can fix it. You need to edit "Careers.cfg". Under "[CAREER 000]", you need to replace the zeros at:

with the values and tonnage reported in your Log_0.cfg file. THEN you need to roll over the values for EVERY successive patrol that you have completed (hopefully not many, if any).
Alternatively, the lazy way is just to update the *last* CAREER entry, assuming you haven't deleted any save games.
Now, you should also know that this SH3 bug does more than just not record your tonnage - it incorrectly records both your career and flotilla start dates as 0/0/00. So, you also need to edit the following entries, again under "[CAREER 000]", by replacing the zeros with the actual career start date:

SH3Cmdr works around this bug, but I don't know what long term problems you may experience if you don't correct it.

I looked in the [CAREER 000] file and all the values (including the start dates) were already recorded as they should be....as they were in all the following [Career xxx] entries.

The problem I am having is that the tonnage figure of 15682.000000 is accurate and while this figure is the one that SH3Commader recognizes when it makes out my career profile......the figure shown on the crew management screen within the SH3 game is a much lower one.
My concern is that by the game using the lower figure I have fewer medals and promotions to award my crew....and since I am modded with a fatigue model that employs morale it is a real concern.
But is this really an important concern since SH3Commander makes the awards based on it's own figures and calculations?....or does it?????

With Commander you can give out awards whenever you like. Just go to 'Manage Crew', then click on a crewmember and drag and drop an award, then hit 'Apply'.

That function isn't working. The only thing I was able to award via SC3 Commander was the U-Boat badge...and I had to do that with the Auto-Fix key. The drag and drop would not work.
The problem seems to be my career tonnage is stuck in game at 2995 tons and will not go up even though I am now at around 16,000 tons.
If only I could find the file that records the career tonnage I think maybe I can edit it up to where it is suppose to be.

Try looking at Patrols.cfg. Ensure that the tonnage for each patrol is the same as that shown in each corresponding Log_x.cfg file. THEN reconcile the Patrols.cfg figures back to Careers.cfg.
Basically Patrols.cfg lists details for each patrol whereas Careers.cfg lists cumulative details of all patrols at that point in the career.
BTW, SH3Cmdr doesn't use SH3's renown or tonnage based system to determine what awards are available - it uses the historical timeline. It's up to you to decide what you want to award and under what circumstances. If you click on a crew member, you WILL be able to drag ANY qual to them, and likewise at least the EK2. Just click on an image under teh "Available Medals, Badges and Qualifications" and whilst pressing the left mouse button drag it to the appropriate Medals, Badges or Qualifications frame. When the cursor changes to an arrow on a piece of paper, drop it. Press Apply to save your changes.
If this does not work, then pls read the SH3Cmdr FAQ.html file to determine whether you have other system related problems.

I have read the FAQ several times and I seem to satisfy all the reqiuirements listed there such as OS and System Administrator.
All the other SH3 Commander functions work flawlessly...but for the life of me I don't seem to be able to award any Badge,medal or qualification via SH3Commander using the drag and drop technigue.
I can award U-Boat Badges after two patrols but only by using the Auto-fix method.

Do a test for me:
-Open SH3Cmdr
-Select a "live" career
-Select Manage your crew
-Click on *any* crewman
-Under "Available Medals, Badges and Qualifications" move you mouse over the EK2 icon. Do you get a hint that says "Iron Cross Second Class" (or German equivalent)?
-Click on the EK2. Does the cursor change to a circle with a diagonal line?
-If you keep clicked and start dragging, do you still have the circle with a diagonal line cursor?
-If you drag over the Medals box, does the cursor change at all?
If no to any of the above, please explain the symptoms. It just seems strange that everything else works fine for you but this doesn't.

Thats the problem exactly. I don't seem to be able to select any of the awards. All I can get is the circle with a slash after left clicking an award. It remains the circle /slash when dragging over the selected crewman....no matter which one is selected...even with the crewman's text box telling me that it is ok to award a medal if I think it is warranted ect..ect...
Before left clicking I have the standard arrow mouse cursor that does indeed activate the pop-up discription box for each medal,badge, or qualification.
Yes... it is peculiar that I can't drag and drop an award but the auto fix will.... at least for some as I said...like the U-Boat badge after two patrols....plus everything else works just Jim Dandy.
Could it be that I am missing some mysterious .dll file from my Windows XP's System files?

Where are you actually dragging the medal to? Here's a screenshot of what you *should* be doing...

The fact that the hint appears and the icon changes when you click on an image confirms that you *can* at least drag them. It's the dropping stage that appears to be the problem.

Maybe you should make a FAQ called SH3Commander for Dummies and include the above graphic in it..... :lol:
It works fine now that I finally had the instructions spelled out so that even I can understand them.....I thank you and my poor suffering underated crewmen thank you.

I bet I read and re-read that Help doc 20 times and always interpreted the drag and drop instruction to mean over the crewman's name and not those boxes :doh:
They say doing the same thing, the same way, over and over, while expecting a different result is a sign of insanity...I guess I earned that rating.... :shifty:

I spent forever clicking and double-clicking on qualifications, and the 'Apply' button even came on, but nothing happened.
I fixed that in R2.5. 'Apply' button now only enables when the medal/badge/qual is successfully dropped.
Anyway, I've added some extra words to the help file.
