When I'm jumped by airplanes, the Metox usually picks up a radar signal less than 5 seconds before the lookouts spot the plane. Huh? Isn't Metox supposed to be more sensitive than that? It seems that it's range for picking up radar signals is no more than visibility range. Is this a bug or was the Metox really that bad?

Probably not so much a bug as an incorrect sensor setting by the SH3 developers. (hehe! maybe that makes it a bug : ) ). You are correct, the Metox should give you a warning well before your lookouts spot the plane. I am having great fun on a NYGM mod patrol now with the metox giving its proper advance warnings. Bear in mind the metox will not be foolproof, you might be attacked by fighterbombers which spotted you without the use of radar, or your equipment becomes out of date and the long range search aircraft are not picked up by your metox, you will then need to upgrade to more up-to-date radar detectors when you get back to base if they are available.
