I noticed that you can open up the crew window and assign quals and awards to the crew regardless of whether or not they earned it. Also, I saw that sailors and Petty officers alike can have up to 3 quals just like the "O-Gangers". Does giving quals to sailors and more quals to petty officers actually work in play, or is it just a bug. You can't assign quals to seaman in the actual game. but the game will display the qual if you give it to them in commander. And whats up with the awards. The way its designed my entire crew could have every award after the first mission.

SH3Cmdr doesn't award the medals - you do. That's your responsibility as Captain. So if your crew end up with every award after the first patrol, umm, that's your doing. In other words, if you don't think your crew deserve awards, simply don't award them! Couldn't be simpler.
Of course, as a knowledgable U-boat Captain, you would know that it was protocol to award every crewman a U-boat badge after completion of their second patrol (which can't be done in stock SH3), and you would consider awarding every crewman an EKII if you felt a patrol outcome warranted it (ie sinking the Ark Royal, or sinking over 50k/100k tonnes or whatever in one patrol). Again, this can't be done in SH3 but was done in real life.
Also, SH3 will not allow the awarding of a wound badge where the crewman was returned to health during a patrol - SH3Cmdr does.
And then of course, unlike SH3, SH3Cmdr will not allow the provision of medals during time periods where they did not actually exist (a War Clasp or German Cross in 1939? Huh?!).
