Scapa Flow Single Mission: Why no ships

I made it into the harbor, only to find no ships. This is a single mission, not the career mode. Any help?

They're not actually in the harbor, they're moored about the harbor.
Not actually in docks if that's what you mean. Or are there no ships whatsoever? :hmm:

Well its pitch black. So I cannot see a damn thing, even using external view. Any help?

The cheater way would be to turn the periscope with the arrow keys and press the "L" key as fast as you can until you lock onto something. :up:

Do not search in the harbor. Search approximately 5-10 kilometers west.
